Not if you use Add or Update Record. Pick the field to match on — email is the usual one — and the flow updates the existing record when it finds a match, and creates one when it does not.

Yes. Put a Filter step between the trigger and the Zoho CRM action, and only submissions matching your conditions carry on. Everything else stops there and is recorded in Sync Logs as filtered.

The run is recorded in Sync Logs as failed with the error Zoho returned, and the submission is still saved in WordPress. Once the problem is fixed you resync that run in one click — nothing has to be re-entered by hand.
